About David Fernandez
David Fernandez serves as Director of Emergency Management and Security at the San Jose Water Company. David is a seasoned Emergency manager with expertise in NIMS, SEMS, ICS, and Facility Security. Previously, he directed emergency management at Santa Clara Valley Medical Center, and Mass Care operations for Santa Clara County. His background includes a career with the U.S. Coast Guard and Reserve with roles as Chief of Emergency Management at Sector San Francisco, and Incident Management Team Pacific Area Command. David has deployed to multiple Type-I incidents, including COVID-19. David''s education includes an M.S. in Quality Systems Management, a B.S. in International Business, an IAEM Certified Emergency Manager, a Certified ICS Incident Commander, Planning Section Chief, and a Liaison Officer. He is a FEMA’s National Emergency Management Executive Academy graduate.
