Manny Centeno is the Director of the Integrated Public Alert and Warning System or IPAWS, which is America’s only system for local and national emergency communications with the
public. As a former local emergency manager, producer, and technical expert for broadcasting technology, Manny’s leadership and expertise have been integral to propelling IPAWS to new heights since joining in 2010. Chief among his accomplishments is his oversight of the National Public Warning System and the Primary Entry Point system which helped ensure the President can reach more than 90% of the public under all conditions. His many successes also include leading the execution of the first Nationwide Emergency Alert
System Test in 2011, directing the development of IPAWS’ satellite communications network, spearheading innovative solutions to protect critical systems from Electromagnetic Pulse,
strengthening partnerships between IPAWS and the mass media industry, and leading the establishment of the IPAWS Laboratory and Technical Support Service Facility.

This presentation is led by Manny Centeno, the Director of FEMA’s Integrated Public Alerts and Warning System (IPAWS). Director Centeno will share innovative resources available to alerting officials as well as the latest guidance on enhancing emergency communications with the public. Attendees will better understand their role in leveraging IPAWS and how they can establish a resilient emergency alerting ecosystem. Key discussion points include elevating community leadership, coordination, message crafting, and alerting policy and planning.
