Captain Rob Borse is a seasoned public safety expert with more than 25 years of experience leading large-scale emergency management, crisis response, and strategic initiatives for one of the largest municipal public safety organizations in the United States. Currently serving as Strategic Advisor to the Fire Chief and Executive Liaison to the City Manager of Dallas, Rob has helped direct enterprise-wide projects, translating high-level vision into operational results. 
Throughout his career, Rob has been at the forefront of not only operations but also disaster preparedness and response—with involvement in multi-agency coordination, public safety modernization, and critical infrastructure resilience. He has helped lead operational reforms that improved emergency response times, created specialized programs to expand incident readiness, and implemented innovative data-driven planning systems to optimize resource allocation during crises. He has commanded emergency scenes, responded to natural disasters, protected heads of state, protected the public during a pandemic, and helped lead the recovery efforts to a catastrophic ransomware attack.
In addition to his leadership roles with Dallas Fire-Rescue, Rob has served as a Homeland Security & Emergency Management consultant, a Logistics and Medical Specialist with Texas Task Force 2 Urban Search & Rescue, and an Emergency Management Coordinator for a major hospital system. His expertise spans incident command, interagency operations, disaster risk reduction, and strategic recovery planning.
Rob is recognized for his ability to bridge strategic leadership with on-the-ground operational needs, ensuring communities are better prepared for and more resilient to the evolving
challenges of disasters.
